On November 29, 2018, the first plenary session of two-committee, including "Teaching Steering Committee for Surveying and Mapping of the Ministry of Education" ("Teaching Steering Committee") and "Education Commission of Chinese Society of Geodesy, Photogrammetry and Cartography (CSGPC), 2018-2021" was hold in Southwest Jiaotong University. 96 members and deputies from all over the country attended this meeting.

The meeting was chaired by Professor Fengxiang Jin, vice chairman of the Teaching Steering Committee and the president of Shandong University of Architecture. Professor Chuan He, Vice President of Southwest Jiaotong University and Mr. Sheng Yang, Director of Sichuan Bureau of Surveying and Mapping, made speeches. Academician Jiancheng Li, the chairman of the "two committees" and vice president of Wuhan University, made a report on the work of the "two-committees" in the last term. Director of the Academic Exchange Office of the CSGPC, Mrs. Dongmei Hou, gave a speech on behalf of the CSGPC. Professor Weiqiang Zhang, vice chairman of the Teaching Steering Committee and dean of the School of Geospatial Information of the Information Engineering University, read the documents of the Ministry of Education about setting up a new Teaching Steering Committee. The Academician and chairman Jiancheng Li, issued the letter of appointment for the vice chairman, secretary-general and committee members of the "Teaching Steering Committee". The academician Jinsheng Ning also attended the conference and was invited as an advisor to the Teaching Steering Committee for Surveying and Mapping of the Ministry of Education and the Honorary Chairman of the CSGPC. In the important agenda of this meeting, Chairman Jiancheng Li conveyed the requirements of the Ministry of Education for the new teaching steering committee and arranged the work of the two committees. All participants conducted considerable discussion on this and the higher education of surveying and mapping in the transition period.
